2021 Guidelines on the Operational Carbon Intensity Rating of Ships (CII RATING GUIDELINES, G4)


From 2023, all ships must calculate their Annual Efficiency Ratio (AER) and collect data to report their annual operational carbon intensity indicator (CII) and CII rating.



What is a Carbon Intensity Indicator rating? The CII determines the annual reduction factor needed to ensure continuous improvement of a ship's operational carbon intensity within a specific rating level.



A step towards decarbonising international shipping


Carbon intensity describes the link between greenhouse gas (GHG)emissions and the amount of cargo carried over the distance travelled. To help reduce the carbon intensity of all ships by 40% by 2020 compared to 2008, the International Maritime Organisation (IMO) now requires ships to calculate two ratings: an Energy Efficiency Existing Ship Index (EEXI) to determine their energy efficiency and their annual operational Carbon Intensity Indicator (CII) and associated CII rating. The first annual reporting must be completed in 2023, with initial ratings given in 2024.

Based on a ship's CII, its carbon intensity will be rated A, B, C, D or E. A ship rated D for three consecutive years or E for one year will have to submit a corrective action plan as part of the Ship Energy Efficiency Management Plan (SEEMP Part III) to show how the required index of C or above will be achieved.



The Carbon Intensity Indicator (CII) is a rating system for ships that the International Maritime Organization (IMO) developed. This will be a mandatory measure under MARPOL Annex VI, which came into force on the 1st January 2023.


The measure will impact all cargo, RoPax and cruise vessels above 5,000 gross tonnage (GT) and trading internationally.


The CII determines the annual reduction factor needed to continuously improve the ship's operational carbon intensity within a specific rating level. The actual annual operational CII achieved will need to be documented and verified against the required annual operational CII.


This will then enable the operational carbon intensity rating to be determined on a scale of A, B, C, D or E, indicating a major superior, minor superior, moderate, minor inferior, or inferior performance level. The performance level will need to be recorded in the ship's Ship Energy Efficiency Management Plan (SEEMP). A ship rated D or E for three consecutive years will need to submit a corrective action plan to show how the required index rating (C or above) will be obtained.





What is the CII regulation for shipping?










CII is an operational efficiency measure applicable to vessels over 5,000 GT from 2023 on wards. It is measured as an annual average of CO2 emissions per mile of ship capacity transport work. An annual rating between A and E is given to the vessel according to whether its CII meets the required level.
